Anti-terror law to protect undercover operations? to strengthen UAPA, NIA Act
http://timesofindia.indiatimes.com/india/Anti-terror-law-to-protect-undercover-operations/articleshow/53675540.cms
New Delhi: Modi govt  is working on strengthening the anti-terror law to provide legal protection for undercover operations, Union home minister Rajnath Singh said here on Friday. The statement assumes significance given that some key intelligence-based counter-terror operations in the past, including neutralisation of a Lashker e Toiba module in 2004 that left Mumbra girl Ishrat Jahan dead, have seen intelligence officers face criminal investigation. Addressing the 'national conference on investigating agencies' organised by the Bureau of Police Research & Development (BPR&D) here, Singh said: "Our govt  is committed to punish terrorists. We are working to strengthen the UAPA and the NIA Act.We are considering legal protection for undercover operation, use of intelligence collected as evidence and entire gamut of issues relevant to combating terrorism".Incidentally, experts feel that though legal protection for undercover operations may be a welcome respite for intelligence operatives who may not always be able to play by the rules while pursuing pro-active, counter-terror action, and would be in line with the practice in many other countries, it will run into criticism from the civil society and human rights groups who may see legal immunity as an "excuse for counter-terror forces to commit excesses".Singh said the govt  was also examining enactment of Mutual Legal Assistance in Criminal Matters Act to provide legal sanction for evidence obtained through Mutual Legal Assistance Treaties and remove doubts about admissibility of such evidence.Referring to the widespread use of social media by terrorists, the home minister said the present capabilities of cyber-monitoring organisations like CERT-IN may need to be strengthened. He also pointed to efforts to establish the Indian Cyber Crime Coordination Centre (I4C) to deal with all types of cyber crimes in the country. TOI

Spurt in violent protest on religious and caste lines unfortunate: SC
http://timesofindia.indiatimes.com/india/Spurt-in-violent-protest-on-religious-and-caste-lines-unfortunate-SC/articleshow/53684190.cms
New Delhi: The sudden spurt in violent protest on the line of religion, language and caste divisions across the country has caught the attention of the Supreme Court which expressed concern over it, terming it "unfortunate trend" and asked for special training to police personnel to deal with such situation. Observing that legitimate dissent is a basic part of democracy and citizens have a fundamental right to hold peaceful demonstration, a bench of Justices A K Sikri and R K Agrawal, however, said that people should not be allowed to take law into their hands and destroy peace in the name of demonstrations and dharnas. timesofindia
Modi signals new Kashmir policy, says PoK part of India, also raises Balochistan issue
http://www.dnaindia.com/india/report-as-modi-redraws-map-pok-become-india-2244390
New Delhi: India on Friday hardened its Pakistan policy, by taking the battle deep into the neighbouring country, raising rights abuses inside Balochistan and Pakistan-occupied Kashmir (PoK).Upping the ante, PM Narendra Modi squarely blamed Pakistan-promoted cross-border terrorism as the main reason for turmoil in Kashmir. He also signalled that India would shame Pakistan in the international community for its excesses in Balochistan and PoK, even asking ministry of external affairs  to get in touch with the people of PoK, residing in different countries to document Pakistan's oppression."Pakistan forgets that it rains bombs through fighter planes on its citizens. Now, the time has come for Pakistan to explain to the world the atrocities it is unleashing on the people of Balochistan and PoK," PM Modi said in his concluding speech at the all-party meet on Kashmir. He asked the MEA to enlighten the world community about the pathetic conditions in PoK. Later, home minister Rajnath Singh, at a press conference, further qualified the hardened stand.Asked if the mention of Balochistan and PoK signals a shift in policy towards Pakistan, finance minster Jaitley said: "PM said so as a part of the strategy that the world should know about the prevailing situation in PoK."DNA

New Delhi: PM Narendra Modi has been praised by activists across the border who are striving against ruling dispensation of Pakistan for the alleged atrocities committed by its army against the people of Balochistan, Gilgit-Baltistan and PoK. Leading Baloch activists Naela Quadri Baloch and Hammal Haider Baloch praised Modi for speaking on the subject and urged him to further support their cause. The Baloch self-determination leaders further stated that they would always support the Indian govt, as both Balochistan and India share the same democratic, cultural and secular values. Further tearing into Pakistan, the activists have accused successive govt s at Islamabad of escalating oppression in the regions of Balochistan, Gilgit-Baltistan and PoK, and “butchering activists” who are chalenging the might of the Pakistani establishment. Expressing support for the comments made by the Indian PM, Naela Baloch said,“We, the people of Balochistan, Gilgit-Baltistan and PoK thank you (PM Modi) for your support. We are suffering under this regime. We strongly hope that India would raise our issue in coming Sept.UN session. We welcome PM Modi’s statement to support freedom movement of Balochistan. No role for UN: All Parties reject international body's request to visit Kashmir
http://www.dnaindia.com/india/report-no-role-for-un-say-pol-parties-on-international-body-s-request-to-visit-kashmir-2244349
New Delhi: The entire political spectrum which met here under PM Narendra Modi to discuss the prevailing situation in J&K, rejected the idea of involving the UN or any 3rd-party in India's internal affairs. Earlier, External Affairs Minister Sushma Swaraj elicited views of representatives of political parties, informing them that the United Nations HRC in a letter dated July 29 had asked permission to visit Kashmir. On July 22, Pakistan had approached the UNHRC over the Kashmir situation and requested it to send a fact-finding mission, after PM Nawaz Sharif chaired a high-level meeting.Swaraj said that it is a consistent policy of past govts that the UN cannot interfere in India's internal affairs. But, she threw the question open in order for all political parties to evolve a consensus ahead of rejecting the UN request. But, political parties missed the point that India had issued a standing invitation to UN Special Rapporteurs on Sept.14, 2011. Last 2 UN Special Rapporteurs who visited India were the Special Rapporteur on Extra Judicial Summary or Arbitrary Executions, in March 2012 followed by the UN Special Rapporteur on Violence against Women in April, 2013.Also, last year in November, India took a stand against Nepal for the first time at UNHRC, complaining that it was "concerned" over "lack of political progress" and incidents of "violence, extra-judicial killings and ethnic discrimination" in the Himalayan country. Noted human rights activist Ravi Nayar said, that contrary to what Swaraj called the consistent position of past govt s, India has not always denied UN teams the privilege of visiting and probing different issues. "We have taken up issues related to Madhesis in Nepal and Tamils in Sri Lanka to UN forums," he said, rejecting the idea that India has always adhered the policy of non-intervention in affairs of other countries or a belief in keeping things strictly in the bilateral closet. Nayar, who heads South Asian Documentation and Research Centre has also made a formal complaint to UN Special Rapporteurs on Freedom of Assembly and the Right to Health requesting them to visit Kashmir.DNA

IS influence making recent Kashmir protests different? TOI
http://timesofindia.indiatimes.com/india/Islamic-State-influence-making-recent-Kashmir-protests-different/articleshow/53679513.cms?
New Delhi: Warning of the threat of younger generation in Kashmir+ increasingly getting influenced by IS (Islamic State), PDP, a coalition partner of BJP in the state, has told the Centre that there is need to address the situation by creating a "counter-narrative of nationalism and democracy" for school goers, since the trouble in the valley is a "battle of minds". Speaking at the all-party meeting called by PM  Narendra Modi on Friday, PDP's Lok Sabha MP Muzaffar Beg is learnt to have said that the current unrest in the valley is "different from earlier protests" in several respects, the first being it is more influenced by "religious extremism" and hence any patchwork solution will not work to resolve the situation. It is like a "subterranean volcano" that could erupt any time, with the involvement of a "foreign country".Asked how the Kashmir situation is different this round from earlier ones in 2008, 2010 and 2013, finance minister Arun Jaitley said at a press conference after the meeting that "new trends that emerged after analysing the situation is that the change taking place in the world over also ideologically has a role to play in the valley". It was seen as a hint at the possible influence of the IS. Beg is also learnt to have said that unlike earlier protests, it has entered the rural areas, down to the tehsil level where it is difficult for even the Army to go. The other new trend is that women are participating in large numbers.TOI
What PDP MP Muzaffar Hussain Baig told PM Modi at the all-party meet
http://indianexpress.com/article/india/india-news-india/what-pdp-mp-muzaffar-hussain-baig-told-pm-modi-at-the-all-party-meet-kashmir-2972727/
New Delhi: Former Deputy CM and MP Muzaffar Hussain Baig represented the ruling PDP in the all-party meeting convened by the Centre to discuss the current Kashmir uprising. PDP is BJP’s coalition partner in J&K and Baig’s suggestions at the all-party meet are essential to understand where PDP stands on Kashmir issue and how it wants New Delhi to respond to the current unrest. Here is what Baig said he told the PM  in the all-party meet. “I told (the all party meet) that there is a narrative of religious extremism. This narrative is created in madrassas. Our teachers and schools don’t have such commitment or reach. These kids are trained in the religious texts without context. Now there is a revival of Khilafat, which has taken the form of ISIS. It is bound to influence the youth of Kashmir. I told them (All Party meeting) that what is taught in Madrassa is not real Islam. They teach them politicized Islam. They (students) get two sets of kameez pajamas from their families and these vulnerable minds are told that if you die in Jihad, you will go to paradise and if you survive you will be a hero. We should have had a counter narrative (in Kashmir)”.Indian Express

Srinagar:National Conference Working President Omar Abdullah on Saturday said PDP was primarily responsible for the Centre’s "shocking, hawkish" stand on the situation in Kashmir at the conclusion of the All Party Meeting held in New Delhi. Expressing shock and dismay at PDP MP Muzaffar Hussain Baig’s "perverse anti-Kashmir tirade and stereotypical Muslim bashing" at All Party Meet, Omar said it was Mehbooba Mufti who had set the tone for this narrative that aims to "vilify and defame the people of Kashmir". greater kashmir

Police officers, Magistrate among 12 injured in Doda clashes
http://www.greaterkashmir.com/news/front-page/police-officers-magistrate-among-12-injured-in-doda-clashes/225570.html
Doda:At least 12 persons including some police officials and a Magistrate were injured in clashes in Doda town of Jammu province on Friday afternoon, witnesses and reports said. The clashes took place when police tried to arrest some youths after Friday congregational prayers, sources said. According to reports, the situation turned tense when a group of youth started shouting pro-freedom and anti-govt slogans while marching towards Markaz-i-Jamia Masjid (Central Mosque) after offering Friday prayers at Masjid-e-Noor. Witnesses said police used brutal force without any provocation. “There was no call for Bandh or a protest and people were going to home peacefully after offering the Friday prayers. But SHO Doda without any provocation started abusing people and using foul language. This instigated youth and the clashes erupted,” said ex-Minister of State (Home) and President of Markazi Seerat Committee Doda, Khalid Najeeb Suharwardy.“The attitude of SHO clearly indicates that he has a communal bent of mind which is a very dangerous sign in the given circumstances. The SHO should be transferred immediately and an inquiry be initiated into the entire incident.”He also demanded that the arrested youths should be released immediately as all of them are innocent and have got nothing to do with the incident which was triggered by the “provocative remarks and abusive language of SHO Uday Wazir.” greater kashmir

SC passed the order after perusing a report submitted by state police on the circumstances leading to the killing of Shabir Ahmad Mir. The report also contained the order of the district magistrate who had directed exhumation and autopsy of the victim’s body.

Lahore: Hafiz Saeed on Friday filed a petition in the Lahore High Court seeking direction to the Nawaz Sharif govt to take up Kashmir issue at UN Security Council. Filed through his counsel A K Dogar, Saeed in his petition said the PML-N govt  is practically doing nothing to take up the matter of Indian ‘atrocities’ in Kashmir at different international forums except issuing statements. He said the Indian claim to Kashmir is based on ‘very controversial and forced accession’ to India made by Maharaja Hari Singh on Oct.26, 1947 when he was fleeing from his capital Srinagar. He said accession of J&K by both India and Pakistan should be decided through the democratic method of free and impartial plebiscite to promote international peace and security.PTI

Mumbai:5 days after the Mumbai Police submitted its 71-page report against Dr Zakir Naik, indicting him for making ‘pro-terror’ speeches that ‘influenced vulnerable minds’, the state govt  is considering imposing ‘reasonable restrictions’ on his speeches. This effectively means that the next time Naik conducts a public gathering in Maharashtra, he will have to seek a NOC from the police. Also, most of his ‘objectionable’ speeches, sermons and literature mentioned in the report would be pulled down from websites.“Since the report incriminates Naik, we are contemplating reasonable restrictions on his speeches. We are waiting for the Law and Judiciary Department’s opinion on this, after which action will be taken,” a senior official from the State Home Department said.  Sources said invoking stringent sections against the Islamic preacher under the UAPA is also being studied.Indian Express

New Delhi: Ex-Supreme Court judge Markandey Katju has embroiled himself in another controversy, as he chose to speak out against the majoritarian view of Muslims regarding Ahmadiyyas. Katju blasted all those Muslims who have demanded the exclusion of Ahmadiyyas from the Muslim census. He has advised all of them to migrate to Pakistan, where Ahmadiyyas are officially considered non-Muslims, and unofficially treated as second class citizens. In his remark, Katju did not refrain from naming Asaduddin Owaisi, who has also voiced his apprehensions regarding the inclusion of Ahmadiyyas among the Muslims. The controversy regarding Ahmadiyyas was raked up when the Narendra Modi govt  released the 2011 census, in which they were listed as Muslims. Subsequently, a prominent Muslims outfit Majlis Tahaffuze Khatme Nabuwat  demanded govt to exclude them from Muslims, as the Islamic conference of world ulemas in Mecca had unanimously agreed that they do not believe in at least one of the core fundamental beliefs of Islam. india.com

Chennai: The demand of the Mylapore Archbishop George Antonysamy to include Dalit Muslims along with Dalit Christians in the list of Scheduled Castes has evoked disapproval from Muslim leaders, who pointed out that “Islam does not recognise caste divisions.”“When someone becomes a Muslim they are part of an ocean. Islam does not differentiate people based on their caste,” said former MP and Indian Union Muslim League leader Kader Mohideen. He said the demand of the Muslims in the country was 10% exclusive reservation as recommended by the Justice Ranganath Mishra Commission. “Economically, educationally and socially, Muslims across the country are identified as a backward community. Including Muslims in list of SCs is not acceptable to us since it will amount to acknowledging casteism in Islam,” Kader Mohideen said. Muslims are placed under Backward Classes in the country, and in Tamil Nadu Muslims enjoy 3.5% exclusive reservation. Most infamous face of Gujarat riots Ashok Parmar joins dalit yatra to Una, calls for Dalit-Muslim unity
http://timesofindia.indiatimes.com/city/ahmedabad/02-rioter-joins-dalit-yatra-to-Una/articleshow/53666882.cms
Ahmedabad: Gujarat's most recognized face of the 2002 riots, Ashok Parmar, joined the dalit foot march on Thursday evening to express "solidarity with the community and register protest against atrocity on suppressed people". Parmar's controversial photograph posing with an iron rod had featured in most media publications to represent the anger of Hindus at the time of post-Godhra riots. Interestingly, Parmar, who was a Bajrang Dal worker when he took to streets during the communal frenzy, has joined a group of Muslim youths and left for Savarkundla town to join the Dalit Asmita Yatra, which is on its way to Una.A cobbler by profession, Parmar lives on a footpath in Shahpur area since 2001. "It is my responsibility to show solidarity with the community and register protest against the atrocity committed on them. What happened in Una cannot be tolerated. Now is a time to say enough is enough," he told TOI. Parmar claims that his style of protest would be different. "You have to use a language the oppressors understand. Of course, this is not the time to lob bombshells, but our words will have similar impact," he said.Besides seeking justice and calling upon dalits to give up menial jobs including skinning of carcasses, one of the aims of the Dalit Asmita Yatra is to promote dalit-Muslim unity.Parmar is accompanied by volunteers of Insaf Foundation, which aims at promoting communal harmony. The foundation's member, Kaleem Siddiqui, said, "Divisive forces become active whenever there is a crisis for a political party in Gujarat." "If such forces are not countered today, rioting will not end. This is the time for Muslims to support dalits. Muslims from Bapunagar and Juhapura will come to Una on August 14 and join the flag hoisting ceremony on Independence Day," said Siddiqui.TOI
