Modi Govt’s Budgetary Allocation for MNREGA is barely 1% Increase not 25%

New Delhi: The finance minister claimed that this year’s Budget allocations for Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) were a new “record”, at Rs 48,000 crore. But is this really a substantial increase? And, more importantly, is it enough? 2016-17 Budget had allocated Rs 38,500 crore for the scheme; if you compare this year’s number to that, you see an increase of 25%. But what these numbers (that Jaitley proudly announced) hide is that 2 supplementary allocations were made in the last year, making the final allocation Rs 47,500 crore. The increase in this year’s allocation, then, is of a mere Rs 500 crore, or 1%.Highlighting this point, People’s Action for Employment Guarantee (PAEG, which includes activists such as Aruna Roy, Nikhil Dey and Annie Raja) has issued a press release that attempts to explain why this changed allotment isn’t really a considerable increase at all and why MNREGA would need higher allocations to function smoothly.THE WIRE

Hyderabad: AIMIM chief Asaduddin Owaisi has said that the union budget is “very disappointing” for minorities.He said the budget looks hardly inspiring, with “nothing worthwhile for any section the society and for every sector of the economy”.MP from Hyderabad pointed out that though minorities account for 20 percent of the country’s population (24.17 crores out of 121.08 crores), they were allocated only Rs 4,515 crores in the budget which envisages total expenditure of Rs 21,46,735 crores. New Delhi: Pakistan has neglected to resolve trans-border water issues and delayed presenting the cases of dispute with India to the Water Commission related to the Indus Waters Treaty, a UN Development Programme (UNDP) report said. The report titled "Development Advocate Pakistan", released in Pakistan, said, "Pakistan's negligence in conducting a sound analysis of trans-boundary water issues and delays in presenting the cases of dispute with India to the Indus Water Commission or the World Bank on the issues related to the Indus Waters Treaty have caused the issues to linger on and remain unaddressed." timesofindia

In a sharp reaction to India’s demand for “credible crackdown” on Hafiz Saeed, Pakistan said on Thursday India should look at its own “involvement” in fomenting militancy on Pakistani soil before pointing fingers at others.Foreign Office spokesperson Nafees Zakari, at his weekly briefing, was asked to comment on the Indian reaction to Pakistan’s action against Saeed. The Bombay High Court Wednesday asked the state to place before it all adverse evidence against Hindu Rashtra Sena chief Dhananjay Desai along with the 1,800-page chargesheet still to be filed in the murder of IT professional Shaikh Mohsin in Pune, in June 2014.The court was hearing a revision application filed by Desai, an accused in the murder case, seeking discharge in this case along with other charge of attempt to murder. Desai has challenged a Pune sessions court’s order of June 2016 rejecting his plea for discharge. Mohsin’s brothers are also likely to file an intervention application against such discharge. Desai had also filed an application for bail which will be referred back to the HC Bench that had rejected his bail plea earlier.Mohsin was allegedly killed by members of a radical Hindu outfit, the Hindu Rashtra Sena (HRS), soon after a meeting of the outfit in Hadapsar, Pune, on June 2, 2014. Ahmedabad: Gujarat high court on Wednesday issued notice to the state government and the CBI in response to a petition filed by IPS officer and former investigator in the Ishrat Jahan encounter case, Satish Verma.Verma has been requesting for a copy of chargesheet in the encounter case, and he has approached the HC after he was denied access to the second chargesheet filed by the CBI in Feb.2014. 4 officers of the Central IB, including then special director of the IB Rajinder Kumar, were held accused accused of murder and conspiracy in this case. To a question on the locus standi of Verma in this case, his advocate Rahul Sharma submitted that the killing of four persons by the crime branch sleuths was a crime against the society, and in such cases every citizen has a right to access to documents. He cited a Supreme Court judgment in support of his argument.Verma has argued in his plea that since it is a case of encounter and cops have been charged with criminal conspiracy, no prosecution consent is required. This contention has also been substantiated with SC observations.Next hearing on this matter is on March 29. TOI

UP Police have nabbed three alleged ISI agents who operated six hi-tech illegal telephone exchanges at a Delhi 'FIIT JEE' coaching centre through which they used to coordinate with their handlers in Pakistan to plan possible attacks in India. They also made calls to military officials in J&K posing as their seniors in order to get defence secrets from them.ATS of UP Police arrested the accused last week after a tip-off about at least six telephone exchanges being run in Delhi, which were in operation since last year. The accused were identified as Gulshan Sen of Mehrauli in Delhi and Shyam Babu and Shivendra Mishra of Sitapur in Lucknow.ATS head Assem Arun told IANS that the accused used to run the telephone exchanges at a 'FIIT JEE' centre in Punjabi Bagh, which they used as a front for their activities. New Delhi: A 19-year-old man, who was arrested last month for allegedly making ransom calls to the family of missing JNU student Najeeb Ahmad, has told interrogators that he got the contact details of Najeeb’s uncle from a Facebook page set up to help trace the student. The accused, Mohammad Shamim, was arrested by a Crime Branch team of the Delhi Police on Jan.20 after he made multiple calls to his uncle. He had said over the phone that Najeeb was in his custody, and had demanded Rs 20 lakh, before eventually settling on Rs 15 lakh for Najeeb’s “safe release”, police said.During probe, Shamim told police he had never seen Najeeb in his life. “He told police he saw photographs of Najeeb in newspapers and social media. He also got to know that police had announced a reward on his release. He went to the JNU website, from where he found a Facebook page dedicated to finding Najeeb. Srinagar: Hurriyat leader Syed Ali Shah Geelani has been admitted to the Intensive Care Unit of a hospital in Srinagar after he complained of chest pain late last night, a close aide of the separatist leader said on Thursday. 87-year-old complained of uneasiness and chest pain and was admitted to SKIMS Hospital for treatment, he said.Doctors at the hospital said Geelani has been admitted to the ICU and his condition is stable. He stayed back in Kashmir this season and did not follow his annual practice of shifting to Delhi during winter to escape the cold-related health complications.PTI

Practicing yoga or showing patriotism will earn marks for class 10 students of the CBSE from next academic year.In its notification issued on Tuesday, the board said that students will be given grades for the co-scholastic activities such as yoga, martial arts, sports and NCC.The notification said the students can opt for any of these under health and physical education category."Students should be provided opportunities to get professionally trained in the areas of their interest. Indigenous sports, yoga and NCC must be encouraged in the schools to create a sense of physical fitness, discipline, sportsmanship, patriotism, self-sacrifice and health care", said CBSE notification. It also said that the grading will be reflected in the mark sheets and the marks will be awarded by the physical education teacher.The board which has 18000 schools affiliated to it will give 80% weightage to written test and the remaining 20 % to school's internal assessment.Last year, the board had brought back compulsory class 10 board exams and had asked schools affiliated to it to conduct three periodic written tests in an academic year. Udupi: A Hindu Jagarana Vedike (HJV) activist held for killing a Muslim auto driver and pelting stone at a mosque.Based on the CCTV footage, the accused identified as Ankit Poojary, is an active member of HJV who also faces charges in more than a few communal cases in Vittal has been arrested.In a report published in Daijiworld, Ankit, (28) from Kumpala, Mangaluru pelted stones at Noorul Islam mosque at Adi-Udupi in the intervening night of Saturday and Sunday. Hyderabad: Wakf land belonging to Dargah Hazrat Husain Shah Wali located at Manikonda was earmarked for the established of Islamic Cultural and Convention center. It is reported that a woman and five others filed a petition in the High Court claiming ownership on this land. Justice A Rajasekhara Reddy issued stay order on their petitions. HC issued notices to Collector of Hyderabad and Wakf Board to submit their replies.Wakf Board officials informed that the said women had already approached the court earlier but the judgment was given in facour of Wakf Board. Chennai:Scientists from the US and India have found that consumption of litchi fruit and skipping evening meal can result in very low blood glucose level and acute encephalopathy, seizures and coma, and causes death in many cases.An unexplained illness in children aged 15 years and younger in Muzaffarpur, Bihar, which claims many lives in May-June, has been solved. Scientists from the US and India have found that consumption of litchi fruit and skipping evening meal can result in very low blood glucose level (less than 70 mg/dL) and acute encephalopathy that provokes seizures and coma, and causes death in many cases.The results were published in journal Lancet Global Health.Children in Muzaffarpur frequently spend the day eating litchis and some skip the evening meal. Skipping evening meal, by itself results in low blood sugar levels during the night. This is particularly so in the case of young children as they have limited hepatic glycogen reserves. Hypoglycin A and methylenecyclopropylglycine (MCPG), which are naturally present in litchi fruit, make the condition worse. The toxins block enzymes involved in normal glucose metabolism and this results in an inability to synthesis glucose leading to acutely low level of blood sugar. The build-up of other metabolic by-products could also have an adverse effect (encephalopathy) on the child.
