US, UK, France move UN to ban Masood Azhar; China blocks again

New Delhi: In a move that helps Pakistan and goes against India, China has once again blocked an attempt to have Masood Azhar, chief of Jaish-e-Mohammed, blacklisted by the UN. Unlike last year, when India asked action against Azhar, this time, the proposal was moved by 3 countries- the US, the UK and France."We have been informed of this development, the matter has been taken up the matter with the Chinese govt ," said External Affairs Ministry said.A "technical hold" thwarts the blacklisting - which would freeze Azhar's assets and ban his travel globally - while more facts are collected. China used that option twice last year before a full-fledged veto. Now, it has used the shelving option again just days before the three-nation proposal would have to be either adopted or rejected.The "hold" lasts 6 months and can be further extended by 3 months. During this period, it can be converted into a "block", which kills the proposal, which has to be adopted unanimously by all members of Security Council.NDTV

India is working against Chinese interests in Sri Lanka by interfering in a port project funded by Beijing because New Delhi is worried about losing its influence in the Indian Ocean, state media said on Tuesday.Quoting local academics, nationalistic tabloid Global Times said Sri Lanka was made to repeatedly “vow” that China will not be allowed to indulge in military activities at the island nation’s Hambantota port – although the facility was always meant for civilian use. Karunasena Kodituwakku, Sri Lankan ambassador to China, had told mediapersons last week that Colombo will not allow China to set up a military facility at any port in the country. New Delhi: China's influence in Nepal's economy continues to grow by leaps and bounds with Beijing again topping the list of nations who have pledged maximum FDI into Nepal.According to Nepal govt figures, China accounted for as much as 68%  of all FDI pledged for Nepal in the first half of current fiscal year. This is a massive jump from China's 40% share of the total FDI pledged for Nepal by various countries in 2015-16. According to Nepal's Dept.of Industry, China accounted for $51.77 million out of a total of $76.39 million FDI pledged for Nepal in the first half of the current fiscal year. This has further cemented China's position as top contributor of FDI for Nepal.Quoting figures, China's Xinhua said in a report that the total FDI pledged into Nepal for same period during the last fiscal (2015-16) was only $59,93 million when the country had gone through troubling blockade from India''.TOI

Indian govt  is monitoring the increased coordination between Khalistani and pro-Pakistan Kashmiri groups, particularly in organising anti-India protests in countries like Canada.While such protests have also been staged in the recent past in London and New York, this “new trend”, according to one official, has become evident in the Greater Toronto Area. The latest joint protest was at the venue for the celebration of India’s Republic Day in Brampton, a suburb of Toronto. The groups participating in that protest were the Shiromani Akali Dal (Amritsar), Canada, United Front of Sikhs and J&K Diaspora Alliance. Last year, these groups had highlighted the flashpoint of the killing of Burhan Wani. Another protest was held in front of the Indian consulate in Toronto to “raise concern over Indian forces committing genocide of Kashmiri people in Indian occupied Kashmir” and the announcement of that had described Wani as a “freedom fighter”. Washington: India, a major buyer of oil from Iran, has implemented UN-mandated sanctions against it, a bipartisan Congressional report has said amid the Trump administration’s efforts to muster international support against Tehran after conducting a missile test.The independent Congressional Research Service (CRS) said in its latest report said that India began reducing economic relations with Iran in 2010 when India’s central bank ceased using a Tehran-based regional body, Asian Clearing Union, to handle transactions with Iran. “India implemented UN-mandated sanctions against Iran and generally cooperated with multilateral efforts to use sanctions to achieve a nuclear agreement with Iran,” the report which was presented to lawmakers on Monday.PTI

New Delhi: Supreme Court has refused to interfere with NDA govt’s decision to re-promulgate Enemy Property (Amendment and Validation Act), 2016 ordinance, saying it was a sensitive topic that did not require judicial intervention at this juncture. Under the ordinance all movable and immovable assets of “enemies” and their legal heirs from hostile countries such as Pakistan and China vest with the Centre.A bench of Chief Justice JS Khehar and Justice NV Ramana told the petitioner, Congress Rajya Sabha MP Hussain Dalwai, that enemy’s property must come to the country. “Govt is free to promulgate the ordinance to take over such property,” the bench told his counsel verbally.“An enemy’s property must come to the country. What happens when a person who is an enemy and is dead? His property must come to the country,” the bench said when Dalwai’s lawyer, senior advocate Anand Grover called the Dec.23, 2016 ordinance “unconstitutional” and “drastic.” Grover said the Parliament was not taken into confidence by the govt while issuing the ordinance.Rejecting his contention, the bench said: “It depends upon the issue. If the issue is very serious, or affects national interests, they are free to do it (Govt). You are an MP. You must also be sensitive. It should be debated in Parliament. Should we interfere at this stage? You can always raise the issue in Parliament.” Grover then withdrew the petition. hindustantimes

Mumbai: Union govt on Tuesday told the Bombay High Court that till date it has not found any satisfactory material to declare right wing organisation Sanatan Sanstha a terror outfit under the UAPA and ban it. A division bench of Justices VM Kanade and PR Bora was hearing a petition filed by Vijay Rokade seeking a ban on the outfit, members of which are alleged to have carried out terror activities in Panvel and Thane.The bench was informed that the Maharashtra govt, based on a report and material submitted by ATS, forwarded a proposal to the Union govt  in 2012 recommending a ban on the group. Union govt  today told the court that the evidence and other material sent by the state govt  was not conclusive and hence it cannot declare the organisation as a terror outfit. It had made a similar affirmation in October last year. The bench has now posted the petition for final hearing on March 7.PTI

The Bombay High Court on Tuesday granted bail to Sadhvi Pragya Singh Thakur in the 2008 Malegaon blasts case. Before passing the verdict, the judge heard audio and video clips of conversations between Thakur and others accused, including Lieutenant Colonel S Purohit, which were submitted by the NIA. The court had asked the agency to put phone call transcripts on record after the counsel of a blast victim accused the NIA of not conducting a thorough investigation into the case. “There are reasonable grounds to believe that accusations [against Thakur] are prima facie true...there are serious charges under [the] UAPA which are applicable and that point to her [Thakur’s] involvement,” BA Desai had said. The counsel’s allegations came on Jan.20 after NIA said that it had no objection to granting bail to Thakur in connection with the case. Appearing for the agency, Additional Solicitor General Anil Singh had told the bench that the agency did not have any evidence against Thakur. “The prime witnesses who had earlier deposed against her have retracted from their previous versions during our probe,” Singh said. The Supreme Court has also dropped charges against Thakur under the MCOCO, Singh told the court. scroll.in

Mumbai: After muchdeliberations, IRF-owned school in Mazgaon may be handed over to a trust owned by Samajwadi Party leader Abu Azmi. The state education department has already approved a proposal for the transfer of the school management from its founder Zakir Naik to Azmi’s Niyaz Ahmed Minority Educational and Welfare Trust. The school, its management, curriculum and workings are being scrutinised by legal experts before the official transfer can be formalised. “We just want to ensure there are no risks involved and I have appointed a solicitor to look into it. Once that is done, our trust will run the school,” Azmi said.According to Azmi, curriculum of Islamic International School (IIS) will remain unchanged. IIS is affiliated with IGCSE and teaches Quranic texts, Arabic along with academic subjects to its students. It currently has 220 children and over 100 staffers and teachers.The school faced uncertainty when the Union Cabinet banned the IRF for 5 years in November last year and the bank accounts of the school along with that of IRF and Harmony Media were frozen.“The decision to transfer the school has been taken keeping in mind the academic year of children. We feared a shutdown. To prevent that, if another trust runs the administration, children will not lose out on an entire year. Their exams were ongoing when the ban was announced,” the spokesperson for IRF said. According to principal Qureshi, the routine expenses of stationary, bills and other administrative expenditures are being handled by him until either he gets access to bank accounts or another trust starts funding the school. “We are happy with the state govt ’s decision to transfer the school to another trust. Our concern was that the course should not change and my son’s education must not get affected,” said Mouzam Armar, father of Humaid Armar who studies in eighth class at the school. Ahmedabad: A special court will record on Thursday the statements of ex-Gujarat Minister Maya Kodnani and 10 other accused in the Naroda Gam case of 2002 Gujarat riots in which eleven members of a minority community were killed. Kodnani, who is serving 28 years in jail in the Naroda Patiya massacre case and is currently out on bail, was scheduled to record the statements along with others before the special SIT judge PB Desai today.  However, due to the unavailability of the judge, the statements will now be recorded by the court on Thursday. So far, the court has recorded statements of 48 out of total 83 accused in the Naroda Gam riots case. Naroda Gam massacre is one of the nine 2002 post-Godhra riots cases investigated by the SIT. 11 people belonging to the minority community were killed in Naroda Gam during a bandh call given to protest the Godhra train burning incident. A key suspect in the Kanpur train derailment incident of November 2016 was nabbed from Tribhuvan International Airport in Kathmandu after he was deported from Dubai. Samshul Hoda was arrested along with 3 others, identified as Brij Kishor Giri, Ashish Singh and Umesh Kumar Kurmi, all from Kalaiya district in Nepal. However, the Kanpur train derailment incident is not the only one where Hoda has been accused. He is an internationally linked criminal and has been a part of many criminal activities in Nepal as well as India.

"Earlier, political rivals of our PM  Narendra Modi had tried to paint him as an enemy of the minority community but people are not buying this notion any longer," he said. Describing his meeting with the seminary's rector Maulana Rabe Hasan Nadvi and Mualana Salman as a courtesy call, he said to have discussed a host of issues relating to the minority community including education, health and extent and impact of various schemes launched for empowerment of Muslims.Taking a dig political parties out to woo Muslims by giving them tickets and promising the community sops, he said, "Muslims will have to understand they cannot continue being treated as statistics in govt  schemes and manifestos of political parties. Report found details about financial and criminal records of candidates. As far as candidates with criminal records is concerned, 168 (20%) candidates have criminal cases registered against them. Shockingly,a high 17% or 143 candidates have serious criminal cases to their names. Breaking it down party wise, 29 out of 73 candidates from the BJP declared criminal cases. From BSP, 28 out of 73 candidates declared cases. The party, which has set up its networks in Kerala, Karnataka, Tamil Nadu, AP, Telangana, West Bengal, Delhi and Assam, will be formally launched in Gujarat during a function on Feb.12 at Ambedkar Hall in Saraspur. New Delhi:Unemployment rate has increased by more than 56% among Scheduled Castes, by 69% among Schedules Tribe communities, and nearly 62%  among OBCs in the last 5 years, govt informed the Rajya Sabha on Monday.Overall unemployment has increased by approximately 31 %  over the same period, Minister of State for Planning Rao Inderjit Singh said. In a written answer, Singh said,“There has been improvement in the Human Development Indices of SCs and STs over the years, even if the gap in the indices (still) remains between them and other social groups”. Bhopal:The withdrawal of high-denomination notes on the night of Nov.8 saw a sudden spike in instances of domestic violence over the next few weeks when men realised that their wives had saved money without their knowledge, an analysis of complaints at the country’s first One Stop Crisis Centre (OSCC) in Bhopal has revealed.“Husbands threatened their wives, beat them and warned them of consequences like jail terms because they felt a loss of control over their wives,’’ said Sarika Sinha, regional director of Action Aid, an NGO that runs the OSCC “Gauravi”, in collaboration with the Public Health and Family Welfare department of the Madhya Pradesh govt.“The wives used to save money in the past, too, but it never came to light. Mumbai: Maharashtra Govt today approved release of a sum of Rs 1.08 crore for undertaking the pilot project of measuring Wakf Board's land in the State. As a part of the pilot project, Pune and Parbhani districts have been selected to undertake the measurement of Wakf Board's land with the help of local revenue officers.The total cost of the pilot project is Rs 2 crore, of which Rs 1.08 crore was sanctioned for release, according to a Govt Resolution (GR) issued today. Govt has given a period of 6 months for commencement of the measurement drive, the GR stated. PTI

Bhopal:State govt  has extended the tenure of Justice SK Pandey commission, which is probing into the jailbreak by SIMI men and their subsequent hilltop encounter in Bhopal, by another 6 months.Constituted by the state govt  on Nov.7, 2016, the commission was to submit its probe report in 3 months. However, as 3 months' time was ending on Monday, the state govt extended its tenure in light of the elaborate nature of the commission's work. As many as 13,000 people were hanged in 5 years at a notorious Syrian prison near Damascus, Amnesty International has said, accusing the govt  of a "policy of extermination".Titled "Human Slaughterhouse: Mass hanging and extermination at Saydnaya prison," Amnesty's damning report, released on Tuesday, is based on interviews with 84 witnesses, including guards, detainees, and judges.It found that at least once a week between 2011 and 2015, groups of up to 50 people were taken out of their prison cells for arbitrary trials, beaten, then hanged "in the middle of the night and in total secrecy."The report said:"Throughout this process, they remain blindfolded. They do not know when or how they will die until the noose was placed around their necks." Most of the victims were civilians believed to be opposed to govt of President Bashar al-Assad."They kept them [hanging] there for 10 to 15 minutes," a former judge who witnessed the executions said. "For the young ones, their weight wouldn't kill them. Officers' assistants would pull them down and break their necks," he said. Amnesty said the practice amounted to war crimes and crimes against humanity, and were probaby still taking place.
