2016 Bhopal encounter: judicial report  gives clean chit to police in controversial deaths of 8 SIMI men
Bhopal:The single member judicial commission constituted by Shivraj Singh Chouhan govt to probe the October 30-31, 2016 intervening night Bhopal Central jail-break and death of 8 SIMI men in subsequent police encounter has given a clean chit to the police. In its report, commission headed by retired High Court judge SK Pandey has concluded that "the encounter on October 31, 2016 done by the police was reasonable under prevailing circumstances. The action of the police was in consonance of the provision of law under Section 41 and 46(2)(3) of the CrPc. The use of force resulting in death of the escaped persons was quite inevitable and quite reasonable under prevailing circumstances."The probe panel also concluded that the state government should appoint a committee to examine the security measures to stop repitition of incidents of absconding and escaping of persons from jail. The department of jail has no institution of its own to impart an effective training to its officers and staff. The panel further concluded that on the line of State of Punjab, the MP government should endeavour to provide a training institute to the jail department. The policy of recruitment of officers and staff should also be strictly followed. The jail department should also be made part of the home department so as to maintain better coordination. Earlier on Monday, the much awaited report of judicial probe panel, was tabled in the Madhya Pradesh Assembly. The judicial probe panel was constituted on Nov. 7, 2016 by the state govt to probe the alleged jail break, their subsequent death in alleged encounter with police and related issues. Article 370 about integration too and we are working on it: Ravi Shankar Prasad
Law Minister Ravi Shankar Prasad has said Article 370 is about the constitutional apparatus as well as the integration of people of J&K with the rest of India. In an interview, Prasad emphasised that the integration is already happening and he sees a “new narrative” here with the youth joining IAS and defence services. On article 370, Prasad said, "It is a part of our manifesto, but not a part of the common minimum programme. But what Article 370 says, apart from the constitutional apparatus, is integration. We are bringing Kashmir to greater sense of integration, except a few vulnerable areas. Recruitment of young people in police and armed forces is rising. A naval contingent at passing out parade was led by a Kashmiri lady. The example of Lt Faiz (who was killed by terrorists) and the boldness of Aurangzeb’s father when he says I will send my other children to the Army. This is a new Kashmir." On BJP withdrawn from PDP-led government, he said,"The development of Jammu and Ladakh region was ignored. And there was a lack of coordination between the police and the armed forces, which could have been resolved…Much against our wish and that of the forces, we agreed for a ceasefire for a month. But what did the ceasefire bring? Killing of Shujaat Bukhari and Aurangzeb. All my secular and liberal friends who raised their voice on human rights front have maintained a conspicuous silence on the killing of Bukhari and Aurangzeb, except the Editors Guild. economictimes

Sardar Patel was adamant, give Kashmir to Pakistan, take Hyderabad. Nehru saved it: Soz
New Delhi: Saifuddin Soz, former Congress minister and a prominent Kashmiri politician, has made a startling claim that Sardar Vallabhbhai Patel was happy to let Kashmir go to Pakistan in exchange for Hyderabad and it was Nehru’s insistence that kept it with India.Lord Mountbatten, the last viceroy of India, took Patel’s offer to Pakistan on the exact day the Indian Army landed in Srinagar to push back intruders from Pakistan in October 1947, Soz told ThePrint Editor-in-Chief Shekhar Gupta on NDTV’s Walk The Talk show.“From the very first day Sardar Patel was adamant that Kashmir should go to Pakistan. In the partition council, he tried his level best to convince Liaquat Ali to take Kashmir and leave Hyderabad-Deccan,” Soz said.“There was a fight, Sardar Mohammed Ali and our Reddy were there. Sardar Patel told Liaquat Ali, don’t even talk about Hyderabad-Deccan. It isn’t even connected with Pakistan. You leave Hyderabad to us, and take Kashmir.“I will tell you a very fascinating story,” Soz said. “When our army landed in Srinagar, the same afternoon Mountbatten went to Lahore. There was a dinner with Governor of Pakistan, Liaquat Ali Khan, and 4 Pakistan ministers. Mountbatten said, I have brought a message from the strongman of India, Sardar Patel. Take Kashmir and forget Hyderabad-Deccan, it’s not even connected with you.”“But as Sardar Shaukat Hayat Khan writes in his book,” Soz said, “Liaquat Ali neither understood history, nor geography.” So, he did not accept the offer.theprint
Media bodies seek action against J&K MLA for threatening press
New Delhi: Media organisations on Sunday demanded strict action against J&K BJP MLA  Choudhary Lal Singh over his "threatening and intimidating" remarks directed at journalists in the Valley. The Indian Women's Press Corps, Press Club of India, Press Association and the Federation of Press Clubs of India said in a statement that Singh, a former J&K Minister, had warned journalists at a press conference in Jammu to "draw a line". He openly threatened them with consequences and warned them of a fate similar to that of Shujaat Bukhari, the Editor of Rising Kashmir who was shot dead less than a fortnight ago, the statement said.  Bukhari's assassination was condemned by people in general, besides a number of journalist organisations. Monsoon Session: Govt wants Sonia Gandhi, Mayawati, Mamata to back triple talaq bill
New Delhi: Ahead of the monsoon session of Parliament, law minister Ravi Shankar Prasad asked Sonia Gandhi, Mayawati and Mamata Banerjee to come out in support of the triple talaq Bill. “Let me make it clear that the Bill is not with regard to religion, mode of worship or faith. It has clear linkage to gender justice, gender dignity and gender equality. SC set it aside as void but still the cases continued. 22 Islamic countries have banned it. India is a secular country. Why are important leaders like Sonia Gandhi, Mayawati and Mamta Banerjee backtracking on it when the issue is purely justice and empowerment of women?” he said.He also said that the government has an “open mind” on the clause in the Bill that allows a third party to file a complaint. He sought to know why the Opposition has issues with the non-bailable clause in the Bill.“That (third party clause) we will take care. On any third party abuse, I have an open mind… And nonbailable simply means you will not get bail from a police station. A magistrate will give bail on terms and conditions,” Prasad said. On why the government has not brought an Ordinance on triple talaq if it is so serious about the issue, Prasad said, “A call was taken that let us take it to Rajya Sabha and let us see the attitude of others. I want to say (to the Opposition), please have an open mind on triple talaq. It has nothing to do with politics at all. It is only for justice to women.”TOI
Law Commission to codify personal laws
In what is being perceived as the first step towards bringing a uniform civil code (UCC) for the country, the Law Commission is preparing a report on the codification of personal laws. Personal laws cover matters of property, marriage, divorce, inheritance and succession. Currently, there are different personal laws for Hindus, Muslims, Christians, Parsis and others. A uniform code will mean a set of common personal laws for all citizens. The commission is examining the “defects” in the personal laws followed by various communities to rationalise them. This is likely to pave the way for a common code. The commission is currently perusing the more than 67,000 comments it received so far to a questionnaire on the issue it posted on its website. But, with barely 2 months remaining for the term of the 21st Law Commission under the chairmanship of Justice (retd) BS Chauhan to expire, it is unlikely to submit the final report on uniform civil code by Augt. It recently started its public consultations over the subject. ET was the first to report on May 11 that the commission drew a list of over 30 individuals including eminent lawyers, politicians, former ministers, religious and political institutions and NGOs for consultations. As per available information, the commission held talks with a few Muslim organisations. The discussions will resume in the first week on July. The commission, as reported earlier by ET, is also examining the “practical difficulties” which may create a roadblock for the implementation of a uniform code. economictimes
2 women divorce their husbands in UP through 'Talaq-e-tafweez'
Bareilly: 2 women in UP have given divorce to their husbands using 'talaq-e-tafweez'. Nisha Hamid divorced Jawed Ansari in presence of two witnesses at a Bareilly court yesterday, 13 years after their 'nikaah' was solemnised.According to advocate Qazi Juber Ahmad (in whose presence the divorce happened), Hamid had alleged she was treated badly by her in-laws. She has even registered a police case in this connection. Hamid had claimed that Ansari was neither divorcing her nor improving ties with her. This, she said, prompted her to exercise her right.Advocate Ahmad said a similar case was also reported from a village under Devrania police station in Bareilly district.Yasmeen alleged Arbaz had abducted her in 2014 and they were later married following a panchayat "ruling". After their marriage, she said, she was harassed by Arbaz for dowry. When contacted, All India Muslim Personal Law Board member Khalid Rashid Farangi Mahali said: "Talaq-e-tafweez is an arrangement under which the husband cannot give triple talaq to his wife in one go. Even if he gives triple talaq in one go, it will not be valid. If a man goes for a second marriage, then the first marriage will cease to exist.""There is a provision in Talaq-e-tafweez that the wife can give divorce to her husband, and there is no restriction that only husband can give divorce to wife. A man can give talaq to his wife after certain time interval. In the model nikaahnama of the personal law board, there is a provision of talaq-e-tafweez.But,this column (in the nikaahnama) is filled only after consent from both the sides.PTI

Fear sweeps Assam over National Register of Citizens
Guwahati: Of Assam’s 14 MPs, AIUDF chief Badruddin Ajmal and his brother Sirajuddin Ajmal did not figure in the first draft of updated National Register of Citizens (NRC) published on December 31 last. Also missing from the first draft containing 19 million names were at least 15 of Assam’s 126 MLAs. They included Badruddin Ajmal’s son Abdur Rahim Ajmal, who represents the AIUDF, perceived to be a pro-minority party, from the Jamunamukh constituency.Off the list too were Boby Bhuyan Baruah, wife of separatist Paresh Baruah, who has been operating from neighbouring countries, including China, for three decades now, and their sons, Ankur and Akash. Baruah leads the United National Front of Asom-Independent. MPs and MLAs — including BJP’s Shiladitya Dev and Ashwini Rai Sarkar — and relatives of extremist leaders would rather wait for the final draft of the Supreme Court-monitored NRC to be out by the June 30 deadline. “The first list did not have my name despite my being an MLA for one term and an MP for two. The doors of the Supreme Court are open, in case the name does not show up,” AIUDF chief said a few days ago.thehindu

Chief Minister Yogi Adityanath on Sunday raised the demand for reservation for Dalits in minority-run institutions like AMU and Jamia Millia Islamia in Delhi. He called on all those “concerned for Dalits” to raise the issue, reasoning that if institutions like BHU could, why not minority-run institutes.“One question should be raised to all those who are saying that Dalits are being humiliated…when would they asked for reservation for our Dalit brothers in Aligarh Muslim University and Jamia Millia Islamia,” he said at a public meeting in Kannauj. “If BHU can give it to Dalits and backwards then why not in AMU?”Targeting Congress president Rahul Gandhi, Adityanath told the gathering that Rahul visited temples wherever elections took place, trying to “prove he is a Hindu”.indianexpress
Dr Kafeel Ahmad Khan: Will ask court to quash FIR
Dr Kafeel Ahmad Khan, suspended doctor of BRD Medical College from Gorakhpur said that he will be approaching court in July to have the FIR against him quashed. Kafeel, who has been in Mumbai since June 19, was speaking at the Kurla Nursing Home on Sunday, with people who had gathered to support him. The meet was organised by Students Islamic Organisation of India, a student wing of Jamaat-e-Islami Hind."In July, I am thinking of approaching the court. I will cite the High Court order through which I was given bail. The court said that there is no case against me. I would ask them to remove my name from the FIR or quash it altogether. I would also ask them to ensure that I get my job back," said Khan.Khan added that he is yet to hear from the police about those who had attacked his brother. "They had said that they will get back in 48 hours. Forget two days, it has been two weeks and they still say that they have no clue. One of the reasons is that those heading the probe themselves made another attempt at my brother's life after he was shot at thrice," alleged Kafeel.Denying that he is getting into politics, he spoke at length on the need of Muslim youth to stay away from "hate and violence". "I am not joining politics because I do not think I am made for it. I am a doctor and I like treating children. You should not get trapped in hate. A lot of educated people get misled when fake WhatsApp messages are circulated," said Khan on WhatsApp messages that look to hurt sentiments of various communities.dnaindia

NDA ally OP Rajbhar’s SBSP may desert BJP in UP
BJP could lose an alliance partner in Uttar Pradesh as the Suheldev Bharatiya Samaj Party (SBSP) has thrown hints that it is unwilling to contest elections with BJP in future.SBSP national president Om Prakash Rajbhar told this reporter on Monday, June 25 morning that his party is under no compulsion to continue the alliance. “Hum joota bhi khayee aur jude bhi rahen— aisa nahi hoga (This is not possible that we remain in alliance, despite being berated),” he said, adding that everyone knows what is the quality of governance in UP. SBSP has four MLAs, of whom Rajbhar is cabinet rank minister in the Yogi Government. It is no longer a secret in Lucknow that BJP and SBSP enjoys a blow-hot, blow-cold relationship. In fact the relationship has touched such a nadir that Rajbhar had called a BJP legislator 'cycle chor’ (cycle thies), while the ruling party legislator equated the minister with a ‘kutta’ (dog)Rajbhar’s reaction came after BJP state president Dr Mahendra Nath Pandey reportedly called SBSP MLA Kailash Sonkar a ‘chor’, while inaugurating a function in Ajghara, Varanasi on June 19. Pandey was reportedly asked by the media why the name of local Sonkar was not included in the inauguration plaque. The BJP state president reportedly said: "The name of the local MLA was not written because he is a thief."nationalheraldindia

Bringing petrol, diesel under GST impractical: NITI Aayog Vice Chairman
Petroleum is the taxation milch cow for the central and the state governments and it is unlikely to be brought under GST any time soon. That's also the view of Rajiv Kumar, Vice Chairman of Niti Aayog.Several senior ministers have demanded that petroleum products—basically petrol and diesel—be brought under the the new taxation regime. But says Kumar: "It (oil) can't be brought under GST. That's because the total state and central taxes on petrol put together are around 90% right now."He said, "I can't see how any state will take a cut so huge as the highest rate under the GST is 28%. A new GST band will have to be opened up—and that will be an enormous exercise."While supporting "in principle" the idea of bringing all items under the new indirect tax system, he said those talking about doing it now have not thought this through.IANS

Erdogan wins re-election in historic Turkish polls
Istanbul:Recep Tayyip Erdogan has won the country's key presidential vote, electoral officials have said, in a result that will allow him to keep his seat with increased powers and become Turkey's first executive president. With 97.7 percent of ballots counted, Erdogan received on Sunday more than half the votes required to secure an outright victory, Sadi Guven, the head of the Supreme Election Committee (YSK), told reporters in the capital, Ankara.Earlier, state-run Anadolu news agency had reported that Erdogan's share of the vote stood at 52.5 percent."Our democracy has won, the people's will has won, Turkey has won," Erdogan told a crowd of enthusiastic supporters in the capital, Ankara, thanking the Turkish citizens who cast their ballots in an election that saw a record turnout of 87 percent. The 64-year-old also declared victory for the People's Alliance, a bloc between his ruling Justice and Development Party (AK Party) and the Nationalist Movement Party (MHP), saying they had won a parliamentary majority in the legislative elections, also held on Sunday. Before heading to Ankara, Erdogan, who has ruled Turkey for more than 15 years as prime minister and president, had also addressed a crowd of cheering, flag-waving supporters from the top of a bus in the country's largest city of Istanbul.Erdogan's closest rival, Muharrem Ince, of the main opposition Republican People's Party (CHP), received 30.8 percent of the votes, according to Anadolu. He was followed by Selahattin Demirtas, of the pro-Kurdish Democratic People's Party (HDP), at 8.1 percent and debutante right-wing IYI (Good) Party's Meral Aksener, at 7.4 percent. All three major opposition parties accused Anadolu of manipulating the results and releasing them selectively, a claim dismissed by the government.Official results are to be announced in a few days.In the new era, the presidential office will have the power to appoint vice presidents, ministers, high-level officials and senior judges. The president will also be able to dissolve parliament, issue executive decrees, and impose a state of emergency. On the parliamentary front, Erdogan's AK Party got 42.4 percent of the votes, while its far-right MHP secured 11.2 percent. The two parties are predicted to claim 293 and 49 seats in the 600-member parliament respectively, with almost all of the ballot boxes opened, according to Anadolu. Erdogan was their joint presidential candidate. A majority of 360 votes in parliament are required to take a constitutional change to a referendum in the new executive presidential system. The pro-Kurdish HDP is set to secure 66 seats after receiving 11.1 percent.aljazeera
Afghan-Taliban peace hopes rises after Saudi King's statement
KABUL: Saudi Arabia's King Salman bin Abdulaziz's recent statement on Afghanistan-Taliban ceasefire has added to the growing optimism in Afghanistan that peace talks with the Taliban could resume.King Abdulaziz on June 20 said, that he has followed with great interest the truce reached over Eid-ul-Fitr between the two sides. The High Peace Council welcomed the king's and the Imam of Kaaba's statement and said it would help the cause. The Kaaba Imam also prayed for peace and stability in Afghanistan."No doubt, Saudi Arabia has influence over the Taliban and their foreign supporters, especially Pakistan. We hope that Saudi Arabia, as the centre of Muslim countries, will put the necessary pressure on the Taliban so that Afghans will witness a peaceful future," Tolo News quoted Sayed Ehsan Taheri, the spokesman for the High Peace Council as saying.Since Saudi shares cordial relations with Taliban, it can help establish peace in both the regions.Taliban still has not officially shown any interest in peace talks with the Afghan government.NATO Chief Jens Stoltenberg on June 21 said the organisation is not going to leave Afghanistan and that Taliban should know they will not win on the battlefield.A negotiating group has also been formed in Washington which will work with the US embassy in Kabul.ANI
Walk or die: Algeria abandons 13,000 refugees in the Sahara
Algeria has abandoned more than 13,000 people in the Sahara Desert over the past 14 months, including pregnant women and children, expelling them without food or water and forcing them to walk, sometimes at gunpoint, under a blistering sun. Some never make it out alive. The expelled migrants and refugees can be seen coming over the horizon by the hundreds, appearing at first as specks in the distance under temperatures of up to 48 degrees Celsius. In Niger, where the majority head, the lucky ones limp across a desolate 15km no-man's-land to the border village of Assamaka. Others wander for days before a UN rescue squad can find them.Untold numbers perish; nearly all of the more than two dozen survivors interviewed by AP told of people in their groups, who simply vanished into the Sahara."Women were lying dead, men... Other people got missing in the desert because they didn't know the way," said Janet Kamara, who was pregnant at the time. The migrants and refugees' accounts are confirmed by videos collected by the AP over months, which show hundreds of people stumbling away from lines of trucks and buses, spreading wider and wider through the desert. Two individuals told AP gendarmes fired on them, and multiple videos seen by AP showed armed, uniformed men standing guard.aljazeera

Benjamin Netanyahu has claimed that the US envoys currently touring the Middle East support Israeli measures on its border with the besieged Gaza Strip, Quds Press reported on Sunday. The Israeli Prime Minister said that Jared Kushner and Jason Greenblatt give “absolute support” for the deadly response to the Palestinians’ Great March of Return protests.“I met with them [the US envoys] and we discussed the political process and regional issues,” Netanyahu told his weekly cabinet meeting. “Our discussion mainly concentrated on the situation in Gaza.”The Israeli leader claims that the shooting of unarmed protesters — some of them very obviously journalists and medics — helps to “guarantee the security of Israel and its citizens.” He insisted that this was made clear in the remarks made by the US administration’s representatives.middleeastmonitor
